What BambooHR Actually Costs, and Why Small UK Teams Look Elsewhere

The usual case against BambooHR for small UK businesses is that its pricing is hidden and its minimum seat requirements shut out tiny teams. Both need correcting, and the real objection is simpler and more damning.

BambooHR does publish pricing — Core, Pro and Elite at $10, $17 and $25 per employee per month on its own site. What it does not publish is a sterling price, which is quote-based.

It has no minimum seat requirement. A two-person business can sign up. The problem is what they pay: companies with 25 or fewer employees are charged a flat monthly rate, not a per-employee one. That works out at roughly £200 a month at the entry tier, whether you have three employees or twenty-three.

So the barrier is cost, not eligibility, and it is a specific number rather than a vague sense that it might be steep. For a five-person business paying around £2,400 a year, the alternatives below start looking very different.

What to Look For

How they charge. Per employee or banded by headcount? At small sizes a flat band is usually much cheaper, and it means hiring one person does not change your bill.

Real minimums. Some platforms have no seat floor; others bill you for ten people whether you have ten or three.

Payroll: included or separate? Almost none of these run UK payroll natively. Treat it as a second subscription unless proven otherwise.

UK employment law as default or configuration. Statutory leave types, holiday rules and right-to-work prompts either come built in or you build them.

BambooHR Alternatives for UK Small Business: The Six

1. Breathe HR — Best Value at Genuinely Small Headcounts

Pricing: Banded by headcount, ex-VAT:

PlanEmployeesMonthly
Micro1–10£24
Starter11–20£44
Regular21–50£99
Pro51–100£175
Premium101–150£419
Plus151–200£579

UK-built, so holiday calculations, Bradford Factor tracking and UK document templates are native rather than retrofitted. Fourteen-day trial, no card, no long-term contract.

The number that matters: £24 covers you to ten employees. At ten staff that is £2.40 a head, against BambooHR’s roughly £200 flat. Even at one employee it is £24 against £200.

What it does well: holiday and absence built on UK rules, document storage with e-signatures, performance reviews, UK data storage.

What it does not do: no payroll and no RTI submissions. It syncs employee and absence data to payroll software such as Xero, but you run payroll elsewhere. Reporting is lighter than the bigger platforms.

Verdict: the strongest value here for small teams, and the plan names are worth getting right — Micro is the 1–10 band, Starter is 11–20. Our Breathe HR review goes deeper.

2. Charlie HR — UK-Built, and Not Free

Pricing: Core from £21 a month for 1–4 people, banded by headcount, rising through the bands to £754 at 250+. A 75% discount applies to the first six months at the smallest band, bringing it to around £5 a month. Seven-day trial. Add-ons — Recruit from £55 a month, Grow from £200 — require an active Core subscription.

Worth stating plainly because it is widely misreported: Charlie HR does not have a free plan for teams of up to ten. There is a trial and an introductory discount, not a free tier. Figures of “£4–£5 per employee per month” also circulate; Charlie bands by headcount rather than charging per head.

What it does well: leave and holiday tracking, onboarding workflows, TOIL tracking, UK document templates, and UK employment law as the default rather than a configuration exercise.

What it does not do: no integrated payroll — third-party only, on a separate subscription. Performance management and reporting are thinner than the bigger platforms.

Verdict: a genuine competitor to Breathe at the smallest sizes, and the six-month discount makes trying it cheap. Compare the two on which interface you prefer, because the pricing is close. Our Charlie HR and BambooHR comparison covers it against the incumbent.

3. Sage HR — Cheapest Per Head, and Modular

Pricing: £5 per employee per month ex-VAT for the core module — about £6 including VAT. Additional modules for shift scheduling, performance and timesheets are priced separately. No minimum seat requirement.

At very small sizes this is the cheapest entry on the list: three employees is £15 a month, below both Breathe and Charlie. The catch is the modular model — the headline price covers core HR only, and the bill climbs as you add what you actually need.

What it does well: clean integration with Sage Payroll and Sage Accounting, leave and absence management, employee self-service, solid mobile app.

What it does not do: payroll is a separate Sage product with its own price. And the modular structure means the £5 figure flatters the real cost for most businesses.

Verdict: the obvious choice if Sage is already your accounting or payroll backbone, and quietly the cheapest option for a three or four person team that only needs core HR. Price the modules before committing.

4. Employment Hero — HR and Payroll Together, With a Real Minimum

Pricing: from £6 per employee per month for the HR platform, with Core Payroll an extra £4 per employee, minimum £40 a month. There is also a £0 Free Payroll plan worth asking about.

The detail the usual write-ups miss: there is a 10-user billing minimum. A team of three pays for ten. So the realistic floor is £60 a month for HR, or £100 with payroll, regardless of whether you have three employees or ten.

That makes it meaningfully more expensive than Breathe or Charlie at micro sizes, and it is the opposite of “minimums more relaxed than BambooHR” — BambooHR has no seat minimum at all, just a high flat fee.

Note also that the £6 figure applies to new customers from 1 November 2026, so if you are reading this around that date, check which pricing you are being quoted.

What it does well: genuinely integrated payroll with HMRC RTI submissions, right-to-work checks, UK employment contract templates, benefits including salary sacrifice, employee self-service app.

What it does not do: the interface is busier than its rivals, and the cost mounts once payroll is included.

Verdict: the strongest option if you want HR and payroll in one system rather than two subscriptions — provided you have ten or more people. Below that the minimum works against you. If you are keeping payroll separate anyway, our payroll comparison covers that decision.

5. Factorial — Broad Feature Set, Pricing Unverified

Pricing: around £5–£7 per employee per month is the figure usually quoted, with a minimum team size of roughly five. We could not verify current UK pricing at source, so treat those numbers as indicative and get a quote.

Spanish-founded, with real traction among UK SMEs and a broader feature set than most UK-built rivals: recruitment, onboarding, time tracking, performance and core HR in one platform, plus decent reporting and org charts.

What it does not do: UK payroll is not native — you integrate or export to a payroll provider. Support quality gets mixed reports, and there is more here than a very small team will use.

Verdict: worth a look above fifteen or twenty people if you want breadth. Confirm the price before you plan around it.

6. Rippling — Powerful, and Not for This Audience

Pricing: quote on request, no published figures, with minimum contract requirements and positioning aimed at teams of fifteen to twenty upwards.

HR, payroll, benefits and IT device management in one platform, which nothing else here matches. UK payroll with HMRC compliance, strong automation.

Verdict: genuinely impressive if you are scaling fast and want IT provisioning alongside HR. For most businesses reading this it is overkill, and the quote-only pricing has exactly the drawback usually levelled at BambooHR.

What You’d Actually Pay

Monthly, ex-VAT, core HR only:

3 employees10 employees
Sage HR£15£50
Charlie HR£21 (£5 for 6 months)Band varies
Breathe HR£24£24
Employment Hero£60 (10-user minimum)£60
BambooHR~£200~£200

Two things jump out. Breathe HR at £24 covering up to ten employees is the standout, because the price does not move as you hire. And BambooHR costs roughly eight times its nearest competitor at three employees, which is the whole reason this article exists.

Sage HR is cheapest at three people but scales per head, so it crosses Breathe somewhere around five employees — and that is core module only.

The UK Compliance Backdrop

Briefly, because it affects what you need from the software rather than which vendor you pick.

Right-to-work checks extended on 1 October 2026 to people engaged under a worker’s contract and to individual subcontractors, with liability that can reach up a contractual chain. Penalties are £45,000 per worker for a first breach and £60,000 for a repeat. No platform discharges the obligation — the statutory excuse comes from a prescribed check before work starts, not from storing a document. If you engage subcontractors, our guide to hiring subcontractors covers the overlap with employment status and CIS.

The unfair dismissal qualifying period falls from two years to six months for dismissals on or after 1 January 2027, which makes documented onboarding and probation records considerably more valuable than they were.

From January 2027, written statements of particulars must also inform workers of their right to join a trade union, in wording the government will prescribe. Check whether your chosen platform’s template will be updated.

FAQ

Does BambooHR publish its pricing?

Yes, in US dollars — Core at $10, Pro at $17 and Elite at $25 per employee per month. Sterling pricing is quote-based. The widely repeated claim that no pricing is published is wrong.

Does BambooHR have a minimum seat requirement?

No. It charges companies with 25 or fewer employees a flat monthly rate instead of a per-employee one, which works out at roughly £200 a month at the entry tier. That is a cost barrier rather than an eligibility one.

Is Charlie HR free?

No. Core starts at £21 a month for one to four people, with a 75% discount on the first six months and a seven-day trial. There is no free plan for teams of up to ten.

What is the cheapest HR software for a UK business with three employees?

Sage HR at around £15 a month for core HR, then Charlie HR at £21 and Breathe HR at £24. Employment Hero’s ten-user minimum makes it £60 regardless.

Which is best value if I expect to grow to ten staff?

Breathe HR. Its Micro plan covers one to ten employees for £24 a month, so the price does not change as you hire, while per-employee platforms climb with every addition.

Does any of these include UK payroll?

Employment Hero does, as a paid module at £4 per employee with a £40 monthly minimum. Breathe, Charlie and Sage HR do not — Sage Payroll is a separate Sage product. Factorial and Rippling integrate rather than running UK payroll natively in the way Employment Hero does.

Can I move my data from BambooHR?

Yes. The main platforms accept CSV imports, so employee records, holiday histories and documents export and import without technical difficulty. It is admin time rather than a migration project, and most providers assign someone to help if you are coming from a named competitor.

Does Making Tax Digital affect which HR software I pick?

No. MTD governs VAT and income tax reporting and belongs to your accounting software. What matters on the HR side is RTI — if your platform runs payroll, it must submit Real Time Information to HMRC.

Which BambooHR Alternative Should You Choose?

Breathe HR for most small UK businesses. £24 a month covers up to ten employees, it is UK-built, and the price does not move as you hire. The trade-off is no payroll.

Charlie HR if you prefer its interface or want the six-month discount to test properly. Comparable value at the smallest sizes.

Sage HR if Sage is already your accounting backbone, or if you have three or four people and only need core HR — at £5 a head it is the cheapest start, provided you price the modules you will actually add.

Employment Hero if you want HR and payroll in one system and have at least ten people. Below that the ten-user minimum makes it poor value.

Factorial above fifteen or twenty people wanting breadth, once you have a quote you trust.

Rippling only if you are scaling fast and want IT management alongside HR.

As for BambooHR itself: it is a good product, and the objection is not transparency or seat minimums. It is that a flat fee of roughly £200 a month for any team of twenty-five or fewer puts it eight times above its nearest competitor at the sizes most readers here are working with.
