BambooHR vs Charlie HR for UK Small Business: Which HR Software Is Right for You?

The UK Compliance Question Just Got Bigger

The usual framing of this comparison is that BambooHR has more features and Charlie HR has UK employment law built in. That is broadly right, and the compliance side of it matters more this month than it did last, for two reasons.

Right-to-work obligations widened on 1 October 2026. Prescribed checks now extend beyond employees to people engaged under a worker’s contract and to individual subcontractors, with liability that can reach up a contractual chain. Labelling someone self-employed does not exempt them.

And the holiday entitlement rule most guides cite has been reversed. You will read that UK law has shifted away from percentage-based holiday calculations for part-year workers following Harpur Trust v Brazel. The 2024 reforms moved it back.

So the questions to ask each vendor have changed. Here is the comparison with the current law, and with Charlie HR’s actual pricing, which is published despite what most write-ups say.

What Each One Is

BambooHR is a US platform, running since 2008, used by tens of thousands of businesses worldwide including many in the UK. Its strength is depth: a genuinely comprehensive employee database, multi-step onboarding workflows, e-signatures, performance management, time tracking and a solid reporting suite, in an interface non-HR people can navigate.

Charlie HR is London-built, aimed squarely at UK small businesses — typically under 200 employees. It is not trying to be an enterprise platform. It is trying to be the simplest compliant HR tool for a founder with no HR director, with UK employment law as the default rather than a configuration exercise.

BambooHR vs Charlie HR: What They Cost

Charlie HR Publishes Its Pricing, and It Is Not Per Employee

Most comparisons say neither vendor publishes UK prices. Charlie HR’s are available, and the structure is the thing to understand: it is banded by headcount, not charged per employee.

Core planMonthly (ex-VAT)
1–4 peoplefrom £21
Scaling by band…
250+ peopleup to £754

So a four-person team pays the same as a one-person team. That is unusual in this market and it matters if you are about to hire.

Other details: 75% off the first six months for teams of 1–4, bringing the entry cost to around £5 a month; no setup fees; no long-term contract; a 7-day free trial. Two add-ons sit on top and both require an active Core subscription — Recruit from £55 a month and Grow from £200 a month.

BambooHR’s UK Pricing Is Genuinely Unpublished

Here the usual caution is warranted. BambooHR quotes rather than publishes for the UK, and the figures circulating on comparison sites are often US dollar prices converted badly or long out of date. We found a “from £8.10 per employee per month” figure in secondary sources and could not stand it up.

Ask for a written quote based on your actual headcount and the modules you need, and when you compare it to Charlie HR, compare total monthly cost at your headcount rather than a per-employee rate — the two charge on different bases, so a per-head figure is not comparable to a band.

Also check which features sit behind higher tiers. Things included as standard in Charlie HR may be a tier up in BambooHR, and the reverse is true for performance management.

The UK Compliance Gap, Specifically

Holiday Entitlement: The Law Moved Back

This is the correction worth carrying into any vendor conversation.

Harpur Trust v Brazel (Supreme Court, 2022) held that holiday for permanent part-year workers should not be pro-rated to a full-time equivalent, which ruled out the long-used 12.07% method for them. The 2024 reforms reversed that.

The current position for irregular-hours and part-year workers:

  • Holiday accrues at 12.07% of hours worked in each pay period
  • This applies to leave years beginning on or after 1 April 2024
  • Rolled-up holiday pay is permitted for these workers, calculated on total earnings in the pay period — it was previously unlawful
  • Workers on regular hours are unaffected

So the question to put to a vendor is not how they handle “current case law”. It is whether their system applies 12.07% accrual for irregular-hours and part-year workers and whether it supports rolled-up holiday pay. Charlie HR’s pitch is that this is configured by default; with BambooHR, ask and get the answer in writing.

Right to Work: Wider Since 1 October 2026

The draft case for Charlie HR is that right-to-work checks are a built-in UK workflow. Worth knowing what that obligation now is, because it grew three weeks ago.

The penalties. Up to £45,000 per illegal worker for a first breach and £60,000 for a repeat breach within three years, as starting figures before mitigation, under the Code of Practice in force since February 2024. Where an employer knew or had reasonable cause to believe someone was disqualified, criminal liability includes up to five years’ imprisonment, an unlimited fine and director disqualification.

What changed on 1 October 2026. Prescribed checks extend to people engaged under a worker’s contract, to individual subcontractors, and to certain online matching platforms that register providers and take a commission. There is an extended liability concept that can reach businesses further up a contractual chain even where they do not engage the worker directly, which means contractual safeguards and evidence that those safeguards operate. It applies to engagements starting on or after 1 October 2026, and genuine business-to-business arrangements can still fall outside it — the test turns on substance rather than labels.

If you engage subcontractors, this sits alongside the status and CIS questions covered in our guide to hiring subcontractors, and the chain-liability point connects to the contractual safeguards in our client contracts guide.

And here is the part that bears directly on software choice. The statutory excuse depends on carrying out a prescribed check before work starts — a manual check of original documents, a Home Office online check via share code, or an identity service provider using IDVT for British and Irish citizens only. Photocopies alone, partial screenshots, or a retrospective check after employment began do not establish the excuse.

Which means no HR system gives you the statutory excuse by storing a document. What a system can do is prompt the check at the right moment, record who checked, when, how and what they saw, hold the evidence for the retention period, and diary repeat checks before time-limited permission expires. That is the capability to probe, in either platform — not whether there is a folder to upload a passport scan into.

Note too that the Home Office guidance underpinning the October changes was in draft at the point the analysis we relied on was written, so confirm the final version before building a process around it.

Statutory Leave and Sick Pay

Charlie HR has UK statutory leave types as defaults: maternity, paternity, adoption, shared parental leave and SSP, with holiday entitlement calculated to UK rules. You are not building them and hoping the configuration is right.

BambooHR can handle UK leave types, but its defaults lean American — PTO rather than statutory entitlement. That is configurable, not impossible, and it is the single biggest setup risk if you are not confident in UK employment law.

Questions to put to BambooHR before buying:

  • Are UK statutory leave types pre-configured, or do I build them?
  • Does it handle bank holiday rules separately for England, Scotland, Wales and Northern Ireland?
  • Does holiday accrue at 12.07% for irregular-hours and part-year workers, and does it support rolled-up holiday pay?
  • Does it prompt and record right-to-work checks in the prescribed way, with repeat-check reminders?

Feature Comparison

Employee records. BambooHR is stronger — detailed, flexible, custom fields, solid document management. If you want to track training certifications and probation end dates alongside emergency contacts, it gives you the structure. Charlie HR covers the essentials and is streamlined by design, which for a small team is a feature.

Onboarding. BambooHR’s workflows are a standout: multi-step sequences, tasks assigned across IT, line managers and HR, e-signatures, real automation. Charlie HR handles onboarding — self-service details, document signing, simple task lists — with less depth.

Performance management. BambooHR clearly ahead, with review cycles, goal tracking, 360 feedback and manager tooling. Charlie HR offers one-to-ones, feedback and basic reviews, which is enough where performance management is informal.

Reporting. BambooHR again, with standard and custom reports useful for audits, headcount trends and time-to-hire. Charlie HR gives you headcount, leave usage and turnover without the analytical depth.

Payroll. Neither processes UK payroll natively. BambooHR integrates with various third-party tools, and the list is US-weighted, so check your specific provider rather than assuming. Charlie HR integrates with a handful of UK-focused providers. Either way, establish exactly how payroll data flows before signing — and if you are choosing payroll software at the same time, our QuickBooks Payroll versus Xero Payroll comparison covers that decision.

Ease of Use

Both are accessible to non-HR people, which matters when you are wearing five hats.

Charlie HR gets you running faster, because the UK defaults are already in place and there is less to configure. BambooHR has a steeper initial curve, especially for the advanced features, though it is still friendly relative to enterprise HR systems and the onboarding support is good.

Which Is Right for You

Charlie HR if: you are a UK small business under about 100 people with no HR specialist; compliance is your main worry and you would rather not configure statutory leave yourself; you want something quick to set up and easy to hand over; and the headcount-banded pricing suits you better than a per-employee rate.

BambooHR if: you need real onboarding automation, structured performance management or proper reporting; you have someone who can own the setup; you are growing past 100 employees; and the depth of records and analytics matters.

The caveat on BambooHR stands, and is now sharper. Do not assume UK compliance is handled. Ask about statutory leave configuration, 12.07% accrual for irregular-hours workers, bank holidays by nation, and right-to-work prompting and evidence. Get the answers in writing.

FAQ

Does Charlie HR publish its pricing?

Yes, and it is banded by headcount rather than per employee — from around £21 a month for 1–4 people, scaling with team size. There is a 75% discount on the first six months for the smallest band, no setup fee and a 7-day trial. Recruit and Grow are paid add-ons requiring Core.

What does BambooHR cost in the UK?

It is quote-based, and the figures on comparison sites are unreliable. Get a written quote at your headcount, and compare total monthly cost rather than per-head rates, since the two vendors charge on different bases.

How should holiday be calculated for irregular-hours workers?

At 12.07% of hours worked in each pay period, for leave years beginning on or after 1 April 2024. The 2024 reforms reversed the Harpur Trust v Brazel position for irregular-hours and part-year workers, and rolled-up holiday pay is now permitted for them.

Does an HR system make my right-to-work checks compliant?

No. The statutory excuse comes from carrying out a prescribed check before work starts and keeping proper evidence. Storing a scan is not a check. What good software does is prompt the check, record how it was done, and diary repeat checks.

Do right-to-work checks apply to contractors now?

For engagements starting on or after 1 October 2026, prescribed checks extend to people under a worker’s contract and to individual subcontractors, with liability that can reach up a contractual chain. Genuine business-to-business arrangements can fall outside, on substance rather than labels. Confirm the final Home Office guidance.

Does Charlie HR handle SSP?

Yes, as one of its default UK statutory leave types.

Is Charlie HR suitable above 100 employees?

There is no hard limit and the pricing bands go to 250+, but the feature set is optimised for smaller businesses. Past 100 people with a need for performance management at scale or real analytics, BambooHR is the better long-term fit.

Is BambooHR GDPR compliant?

BambooHR states that it is and offers data processing agreements for UK and EU customers. As with any US-based platform, confirm where your data is stored and processed, and get the Article 28 processor terms, before you commit.

The Bottom Line

There is no single winner, and the split is roughly where most reviews put it — but the compliance half of the argument has more weight behind it this month than last.

Charlie HR is the more immediately practical choice for a UK small business that wants statutory leave, holiday accrual and right-to-work prompting already in place. Its pricing is published, banded by headcount, and starts around £21 a month, which also makes it easy to budget.

BambooHR is the stronger platform on onboarding, performance and reporting, and the right call if you are scaling past 100 people with someone to own the configuration. Go in knowing you will be setting UK rules up yourself, and get written answers on the four questions above first.

Request a demo of both. But put the 12.07% question and the October right-to-work changes to each of them, because the answers will tell you more about UK fitness than any feature list.
